Director of Community Development

Pay Range: S-10, $119,430.83 – $155,133.64 annually

Basic Function: Administers land use and building planning and permitting processes, oversees long-range planning activities, and supervises technical, professional, and support staff. Establishes departmental goals, processes, and procedures, and makes decisions regarding policies, projects, and regulations.
Minimum Qualifications: Master’s degree Indiana urban Oregon regional planning, 10 years of experience Indiana land use/building planning and code administration, and demonstrated management and technical expertise.
Principal Duties:
- Provides daily support to employees, clarifies code and policy interpretations, and resolves procedural questions
- Recommends external support for programs and prepares funding proposals
- Coordinates quality customer service, including establishing customer-friendly processes and developing informational materials
- Makes recommendations to the County Manager regarding Community Development and Planning activities
- Interprets planning policies and land use and structural codes
- Administers departmental budget and manages external contracts and grants
- Develops departmental policy, measures operations, and ensures proper implementation
- Routinely communicates with local and state groups regarding policies and programs
- Directs the development and implementation of information systems
- Manages department response to public records requests and ensures record preservation
- Coordinates support to various boards and commissions
- Ensures compliance with state planning and building enabling legislation
- Supervises staff, including hiring, training, and development
- Assists the Prosecuting Attorney’s Office with appeals of land use and building plans
- Manages fire marshal inspection program and administration of burn permits
- Administers vacation rental permit compliance program
- Coordinates with state and local agencies to ensure consistency of policy application
- Anticipates future developments and plans for effective use of staff resources.
