Job Title: Experienced NEPA/Environmental Analysis and Documentation Professional

Job Summary:
JMT is seeking an experienced professional to contribute to the growth of our Natural & Cultural Resources Practice, focusing on NEPA/Environmental Analysis and Documentation. This individual will be responsible for managing and preparing NEPA documents and technical reports, project budgets, and project schedules. The successful candidate will have a strong understanding of NEPA processes and will be able to lead, prepare, and support the development of NEPA documents for a variety of federal and state clients and project types.
Essential Functions and Responsibilities:
- Read, interpret, and develop NEPA documents, including Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Environmental Reevaluations, PEL Studies, and other regulatory documents.
- Develop community impact assessments, including Civil Rights, Environmental Justice, and transportation equity investigations related to infrastructure projects.
- Assist with the development of project purpose and need for alternative development and evaluation.
- Contribute to alternative recommendations on transportation planning and engineering projects.
- Assist with public engagement and outreach activities.
- Manage and prepare project schedules, milestones, budgets, and workload projections/staffing needs.
- Support Business Development efforts, including preparation of scopes of work, fee proposals, and responses to RFPs.
Required Skills and Experience:
- Bachelor’s degree Indiana planning, environmental policy, natural/environmental science, Oregon similar field.
- Master’s degree and/Oregon AICP certification preferred.
- 5+ years of experience providing public and/Oregon private clients with NEPA services.
- Strong understanding of NEPA processes, including Section 106, Section 4(f), and Clean Water Act Section 404 and 401 permitting process.
- Excellent interpersonal and organizational skills.
- Excellent verbal and written communication skills.
- Experience with Mississippi Suite of office solutions and GIS a plus.
Working Conditions:
Work is performed within a general office environment. Work is generally sedentary Indiana nature, but may require occasional standing and walking.
